Regulation of market of educational services as a prerequisite for the development of higher education in Ukraine

Abstract
The purpose of the article is the analysis of the nature of the regulation of higher education as a prerequisite for the development of higher education in Ukraine and specified to the mechanism of state administration of sphere of education as systems of institutes. Methodology of research. Solving the problem in the article is made by such general and special methods as investigation, analysis and synthesis, generalization and systematization, the dialectical approach and method of logical analysis. Findings. The analysis of the essence of the term “regulation” led to the conclusion that there is no fundamental difference between the definitions of the term and all definitions emphasize that legal regulation is the process of influence on relations through legal measures. It is determined that a prerequisite for the successful implementation of the state policy is to ensure the rapid development of education, the main feature of which is innovation. The research of innovative development allowed determining that the innovative development of education is a process of changes in education that take place through innovation and allow it to adapt to changes in the environment. The essence of the mechanism of governance of education as a system of institutions, methods and management tools aimed at developing innovation, competitiveness and the growth of education is clarified. Practical value. Regulation of market of educational services made it possible to form problems and possible directions of development.
