REGULATION THE STORAGE OF GOODS BEYOND ITS LIMIT IN UKRAINE SEAPORTS

Abstract
The article is devoted to one of the most pressing practical problems of customs law. So article examines the problems associated with the regulation regime of storage of goods in customs warehouses. During storage in bonded customs warehouses, which are mostly leased by the state from private entrepreneurs, there is their accumulation on the territory of seaports. In connection with the need to pass customs control within the zone of customs control and compliance with the rules set out in it, loads in time do not pass customs clearance. So it is clear that solving this problem is in the legal plane. The required adoption of regulatory act which contribute to the full development of seaports of Ukraine to increase their production capacities and investment projects involving private capital. Moreover, the adoption and implementation will not result in additional costs to the State Budget of Ukraine. Also need to develop a mechanism adapted to act implement the project life. This will resolve the issue of seizure and sale of goods that are in ports established over time. The harmonization of existing national legislation to comply terms of storage of goods in seaports of Ukraine will enable escape conflict Inters public authorities and economic operators.
