Research of legal and regulatory education system in Ukraine in 1917-1928 on the basis of archival material

Abstract
Analyzed education the formation of in Ukraine in 1917-1928 on the basis of archival materials. The analysis of the main regulatory legal acts governing the education sector at an early stage of its development. Been determined basis of forming the legal framework of the Ukrainian Soviet education. The beginning was laid Program since the Russian Social Democratic Labor Party in 1903 in which formulated the basic principles of public education. Is specified the main issues that were resolved in just a legal basis for education. Outlined methods ensuring the efficiency of the regulatory framework of the educational sphere. Was characterized the primary task of the Bolshevik politics was in education, overthrowing monarchical rules in the country and the establishment of new principles of educational complex. The state was to have direct impact on the education sector. To change the teaching and educational system and its renewal was proposed to transfer all educational institutions departments to National Department of the Education. The main task of the new education policy was the fight of the illiterate population. Also, establishing the general mandatory education within the policy of eliminating the illiterate. In conclusion were singled out positive and negative aspects of educational legal system in Ukraine of 1917-1928. Defined consequences of such a cruel education politics.
