RETROSPECTIVE REFLECTIONS ON DEVELOPMENT IN THE CHINESE ZONES OF TECHNO-ECONOMIC DEVELOPMENT OF HIGH-TECH INDUSTRIES

Abstract
The article substantiates that the State's goal in the field of building up of the TEDZ is the attraction of their effective mechanisms for addressing the investment, innovation and social problems of the regions. To do this, it is necessary: first, to evaluate the results of the work of the TEDZ; secondly, to identify the main trends in the development of regions (economic, budgetary, social); thirdly, to analyze the problems that impede the necessary socio-economic changes and negatively affect the functioning of the TEDZ; Fourthly, to improve the organizational and economic mechanism and regulatory framework of the TEDZ activity, taking into account the previous sub-items; fifthly, to determine the feasibility and prospects for the further development of the TEDZ It is proved that it is necessary to determine the list of industries and types of economic activity, the development of which are directed by special legal regimes of economic activity. The identified priorities will allow: to reduce the cost of time and money; prevent theft of private and public funds; to develop regional target programs, depending on the strategy, etc.
