REVIEW OF APPROACHES TO THE ORGANIZATION OF THE STRESS-TESTING PROCESS AT THE LEVEL OF THE BANK

Abstract
The article studies stress testing as an important tool for assessing the stability of the banking system at the micro and macro level to hypothetical but possible adverse scenarios, in particular, macroeconomic shocks and financial crises. The results of the study systematized the types-stress tests and features of implementation of stress testing at the level of banks and the banking system as a whole. Recommendations of the National Bank of Ukraine to organization stress testing of banks of the second level are considered, in particular, “Methodical recommendations on the order of conducting stress-testing in banks of Ukraine”. The study also took into account the recommendations of the Basel Committee on Banking Supervision, in particular the Principles of Effective Practice for Stress Testing and Supervision, which is part of Basel II, and Basel III. The approaches to organization of stress testing in the largest banks of Europe and the USA are highlighted. The authors identified obstacles to introducing modern stress testing systems in Ukrainian banks: imperfect methodological provision, lack of funding sources, lack of necessary experience both in direct executives of stress testing and in top management of banks. In the context of these obstacles, proposals were made for their elimination.
