Role and place of administrative services in the system of public services in the European doctrine of administrative law

Abstract
The article is sanctified to the analysis of scientific approaches of foreign scientists to the theory of public services. The personal touches of public services and their difference are considered from services of the private sector in accordance with the European theories of administrative law. It is found out that in the normatively-legal acts of countries ЕС use a concept «services of general interest » (services of general interest), but not public services. In turn services of general interest are divided into services of general economic interest and social services of general interest. A concept «Administrative services» meets mainly in works of the German researchers of administrative law, and touches services that is given by the organs of local self-government.
