RUSSIA – US RELATIONS AND THE BLACK SEA SECURITY

Abstract
Without the belligerent charge from the times of Cold War and in the absence of extent at that time, the competition between Russia and USA is going on in many places in the world. The ex- soviet space, but not sufficiently settled after the empire collapsed, and inheriting many explosive issues - a usual situation after the collapse of all world empires - is the perfect scene. Informationally, the competition is dominated by two extreme perceptions, the US one according to which Russia follows the reconstruction of the Soviet empire and the Russia’s that consists in US will to eliminate it from a space where it has major interests generated by common history. There are no alternatives between the two extremes. The Black Sea area shows that at the first glance. The situation is complex, with a long history and obvious local, regional and continental interests, enough circumstances to feed the competition. The Russian-Georgian war in August 2008 suddenly put the two actors face to face a very dangerous situation, in which Moscow and Washington have not often been during the period of bipolarity. Every time these periods were followed by détente – a chance for the world’s security. It only has to find efficient tools for managing a complex security environment whose actors are looking towards the future.
