Scientific approaches to the system of subjects of administrative and legal regulation of subjects of natural monopolies in the sphere of electric energy of Ukraine

Abstract
The purpose of the article is to investigate scientific approaches on the definition of the system of subjects of administrative and legal regulation of subjects of natural monopolies in the field of electric energy of Ukraine on the basis of systematic analysis of scientific works and norms of national legislation. In this article the educational, educational and methodical literature and the norms of the current legislation are analyzed in detail with the purpose of determining the system of subjects of administrative and legal regulation of subjects of natural monopolies in the sphere of electric energy of Ukraine. As a result of the research it was established that the problem of determining the classification of subjects of administrative-legal regulation in the scientific literature is related to its complexity and is characterized by many-sidedness and meaningfulness. Scientists have not developed a single approach to the classification of subjects of administrative-legal regulation. In addition, it has been established that in the scientific literature there are views that do not fully correspond to modern conditions. Based on the critical analysis, a scientific definition of the concept of a system of subjects of administrative and legal regulation of subjects of natural monopolies in the sphere of electric energy of Ukraine is proposed. The author’s definition of the concept of system of subjects of administrative and legal regulation of subjects of natural monopolies in the field of electric energy of Ukraine is given as a normatively-fixed list of executive bodies, as well as other bodies whose activities are aimed at fulfilling their tasks and functions related to the implementation of state regulation, monitoring and control over the activities of economic entities in the spheres of production, transmission, distribution, purchase and sale, supply of electric energy for zab maintenance of the needs of consumers (domestic, non-household), development of market relations, minimization of expenses for supply of electric energy and minimization of negative impact on the environment.
