Щодо деяких аспектів протидії організованій злочинності підрозділами кримінальної поліції України / On Counteraction to Organized Crime by Subdivisions of Criminal Police of Ukraine

Abstract
The problematic aspects of the counteraction to the organized crime by the subdivisions of criminal police of Ukraine are reviewed and analysis of the legal provisions for the operational activities of separate operative subdivisions of criminal police of Ukraine have been carried out. One of the main issues nowadays related to the reformation of the system of criminal police of Ukraine is the issue of efficiency of counteraction to the organized crime, warning, exposure and stopping of crimes accomplished by the members of the organized criminal groups and criminal organizations, creation and providing of the proper functioning of the corresponding special subdivisions of law enforcement authorities. The criminal police of Ukraine includes subdivisions of criminal search; criminal intelligence service; the subdivision for fight against crimes related to human trafficking; operative service; technical support service; detection of dangerous materials and ecological crimes; drug crime counteraction (interregional subdivision); internal security (interregional subdivision), cyber police (interregional subdivision), police to protect the economy (interregional subdivision). Analysis of departments' legislative acts, in relation to operative activities of the indicated subdivisions, attest that each of them organizes counteraction to the offences in the different spheres of functioning of our state. The lack of permanent attention of the Ukrainian criminal police subdivisions on the monitoring and forecasting of criminogenic processes within criminal environment is one of the reasons for decreasing of effectiveness of the counteractions to the organized crime. As result, the professional skills of police operatives in the sphere of combating organized crime are reduced. Based on the conducted research and proposals from the operatives of Ukraine National police, we get to the conclusion that the Department of criminal intelligence is operative subdivision that is capable to provide realization of complex of activities at professional level focused on collection of information for crime situation in the country using methods of intelligence and counterintelligence. As well, this department is capable to conduct information and analytical activities including usage of operational and operational-technical means, therefore the Department of criminal intelligence could play leading role in counteraction to organized crime.
