ШЛЯХИ ВДОСКОНАЛЕННЯ СИСТЕМИ АНТИКОРУПЦІЙНИХ ЗАХОДІВ У КАЗАХСТАНІ: ДОСВІД ДЛЯ УКРАЇНИ

Abstract
The article analyzed Kazakhstan’s progressive experience in developing anticorruption policy, improving existing legislation, and implementing key stages of reform. The author analyzes the Law of Kazakhstan “On Prevention of Corruption”, the Ethics Code of Civil Servants, the Law of Kazakhstan “On Civil Service”, the Anticorruption Strategy of Kazakhstan for 2015–2025. The basis for the formation of anti-corruption measures in Kazakhstan is the Law of the RK “On Civil Service”, which provided conditions for the implementation of the principles of meritocracy in the civil service through the mechanisms of open competitive selection, career advancement on the basis of competence, payment of wages based on results. The article substantiated that the main priority of anti-corruption policy in Kazakhstan is the prevention of corruption, the formation of anticorruption policy, and the formation of a negative attitude of the population towards corruption. These important elements should be inherent in the Ukrainian anti-corruption policy. In addition, the implementation of the Code of Ethics for civil servants is an important element of anti-corruption policy in Kazakhstan. The author substantiated the introduction of a post of ethics official, which will ensure not only the fulfillment of ethical norms of behavior by civil servants, but also act as the prevention of corruption in specific government bodies. In Ukraine, unfortunately, such a code is not adopted. Since the Law of Ukraine “On the Principles of State Anti-Corruption Policy in Ukraine (Anticorruption Strategy) for 2014–2017” has lost its relevance, there was a real need to develop a new anti-corruption strategy covering the period 2019–2029 and the formation of the anticorruption culture of Ukrainian citizens, anti-corruption education, and also set anti-corruption standards.
