ШЛЯХИ ВДОСКОНАЛЕННЯ СТРУКТУРИ ОРГАНІВ ДЕРЖАВНОЇ ВЛАДИ УКРАЇНІ У СФЕРІ ДЕРЖАВНОГО ОБОРОННОГО ЗАМОВЛЕННЯ

Abstract
У статті досліджено структуру органів державної влади України у сфері держаного оборонного замовлення та запропоновано шляхи її вдосконалення. The state defense order is one of the important components of the mechanism of public administration, which is reflected in the activities of state authorities to provide the Armed Forces of Ukraine and other military formations with weapons and military equipment. The system of bodies of state power of Ukraine in the field of management of state defense orders is imperfect, due to the lack of a unified approach to planning, placement, implementation and control in this area. In the structure of executive bodies, Ukraine does not have a specialized body whose primary responsibilities include the exercise of functions in this area. The absence of the said body in the current structure of the state authorities leads to a disturbance of the balance between the interests of government customers and performers, which in some cases leads to an ineffective use of budget funds, and in other cases to the supply of non-quality, unsafe and non-modern military products. In order to effectively manage the state defense order in Ukraine, it is proposed to improve the organizational structure of the state authorities of Ukraine by creating a special body in the field of state defense order. A special body in the field of state defense order is offered to empower the implementation of functions for the placement and control of the conduct and execution of state defense orders, procurement control in the field of state defense orders, supervision and licensing of the development, production and repair of weapons and military equipment and ammunition, for organization and control within the framework of implementation of programs for attraction of small business, as well as control and supervision in the field of placement of supply orders Owari, works and services for state needs, which are not included in the state defense order and information constituting a state secret. The functions of management of a special executive body and control over its activities are proposed to be put on the Cabinet of Ministers of Ukraine. Due to the fact that, in accordance with the mechanism of public administration, the coordination of measures and control in the field of defense planning are carried out by the National Security and Defense Council of Ukraine, therefore it is proposed to establish the accountability of the special body in the field of state defense orders to this government body. For the effective and efficient work of this body, it is proposed to create on the ground territorial (regional) bodies in the form of departments.
