Сluster approach in innovation development of economic: conceptual bases and directions of realization

Abstract
Subject of research – methods of forming the cluster approach to innovative development of economy. Research purpose – to prove the directions in innovative development of economy in Belarus on the basis realization of cluster approach. Research problems: • to carry out the analysis on innovative activities in the Republic of Belarus; • to prove a role the clusters in innovative development of national economy; • to determine the directions in the organization the innovation- industrial clusters in economy the Republic of Belarus. Methodology and methods of research. In research general scientific and special methods of knowledge were applied: analysis and synthesis, induction and deduction, statistical analysis, system approach, method of expert evaluations; as methodology of research cluster approach to development of national economy was used. Problems of innovative activities in Republic of Belarus are identified, including: weak line items of the country in an assessment of the institutional environment; reducing number of the innovation-active organizations; decrease in specific weight of the shipped innovative production; low value of specific weight in the shipped innovative production (works, services) new to the world market; a lack of own money for innovations. The cluster’ s essence from the point of view self-organization of economic systems on the basis of network cooperation and public-private partnership is determined; the role of clusters in innovative development and increase the competitiveness of national economy is proved. On a basis the author developed in this article of the cluster concept and taking into account specifics of social and economic state of the economy of Belarus, extent of development of civil society, the principles forming of cluster has determined policy in Belarus, the purposes of cluster policy and subjects of carrying out policy. Measures of the state support of clusterization, and also a measure for providing cluster initiatives and cooperation, including organizational support of cluster initiatives, communicative ensuring cooperation and economic incentives on cooperation subjects of a cluster in innovations, education, marketing are developed. The scientific value are the formulated concept a cluster from the point of view in self-organization of economic systems on the basis of network cooperation and public-private partnership; factors of activization innovations in a cluster, the principles and the purposes of cluster policy. Developed measures on the state support of clusterization, and also a measure for providing cluster initiatives and cooperation have the practical importance. The offered mechanisms in implementation of cluster approach in innovative development of economy can be used by bodies of the public and regional government in case of development in innovative strategy and cluster projects. The provided directions in forming of cluster policy will allow management’s subjects to develop and realize the cluster strategy directed to use on a factor of innovations in a sustainable development and increase competitiveness of economy at all levels.
