SMART CITY MANAGEMENT: SUSTAINABLE DEVELOPMENT STRATEGIES AND ITS IMPLEMENTATION

Abstract
Problem setting. Inevitable scientific and technical, socio-economic, socio-cultural, informational changes, complex global transformations require developing and implementing in Ukraine innovative strategies for integration into topical world processes. It is not only about being a successful participant in globalization, using its opportunities for development, but also about globalization of the entire Ukrainian society: modernization and integration into global processes at the regional and marginal levels, when access to the world intellectual exchanges are able to use for different social population group. Analysis of recent researches and publications. Zinchenko O., Lobanchikova N. M., Molodetska K. V., Pilkevich I. A., Sugonyak I. I. have studied the smart city implementation. However, the study of this issue started recently, but there was no thorough analysis. Target of research. The purpose of the article is to attempt to define the meaning of the concept of "smart city" and to establish the main directions of implementation of this concept in Ukraine. Article's main body. In many cities of the world, ambitious projects of creating information and analytical systems of state and municipal government agencies has been implemented and continue to be implemented to implement for the purposes of sustainable development strategies. These projects aimed at improving the efficiency of management and quality of citizens’ life through using information and communication technologies. The article analyzes the ways of implementing the concept of Smart City on the example of foreign countries (Italy, Spain), in particular, the National platform of Italy "Italian Smart Cities" has been explored, which enables developers and citizens to publish smart decisions and smart initiatives that has been implemented in other cities, that have an impact on quality of life and can be implemented in the city. As well as the Spanish Network of Smart Cities (RECI), which began to form since the signing the "Manifest of Smart Cities" in June 2011. Conclusions and prospects for the development. The concept of Smart City is a model of the city using digital technologies to solve the city's current problems, its sustainable development and the comfortable life of its citizens. The most important issues regarding the development of the smart city concept in Ukraine are the modernization of the infrastructure of cities and the introduction of effective resource management (using the Internet of things, "green" technologies, "smart networks"); transformation of the city management system based on the integration of systems and data; the need to identify economic models of urban development, taking into account not only the natural, industrial, but also human potential (cities as centers of innovation and development of human potential).
