SOCIAL CONTROL AS A OBLIGATORY ELEMENT OF THE INSTITUTION OF SOCIAL RESPONSIBILITY IN UKRAINE

Abstract
The article suggests a scientific approach to determining the place and function of social control in the process of forming the institution of social responsibility to ensure conditions for balanced economic growth by reducing the transaction costs of social production. The Institute of Social Responsibility is considered as an obligatory supplement to the market institute and the institution of state regulation in the aspect of influencing the social capital of the society, and social control is considered as a mechanism for ensuring the necessary level of social responsibility of the state and business. The Institute of Social Responsibility provides non-discretional management of social reality. The authors consider social costs as a damage to the socio-economic system, manifested in varying degrees of its stratification, deterioration in demographic indicators, a decrease in the level of legality, a growth in crime, and so on. Social costs can be considered as the result of some uncontrolled actions of subjects of society; first of all - from the point of view of threat to its existence; then - from the standpoint of inhibiting social progress or even changing its direction to regress, that is, reducing the social capital of society. The authors consider social capital as a systemic quality, characterized by the level of social responsibility of the parties to the relationship and the existence of a mechanism of social control. The authors note that the factor space of social processes in Ukraine is manageably negative; and this is the result of the institutional process of reducing investment in human development.
