SOCIAL GUARANTEES AS A FINANCIAL FACTOR PROVIDING POPULATION’S STANDARD OF LIVING

Abstract
The article discussed essence and legal regulation of social guarantees as a source of generation of Ukrainian population’s income in 2018. A particular attention focused on studying foreign experience of the European Union countries and methods to calculate subsistence level in other countries in the world. The main difference in the regulation of population incomes in Ukraine and abroad is that countries with high level of economic development are focused on providing a high living standard and our state sets minimums that function as a simple reproduction of labour power of an individual. Peculiarities of the formation of a consumer basket and consumer set are reflected too. Consumer basket determines the subsistence level, but consumer set is often used as an indicator which expresses inflation rate. Directions for improving social protection system are proposed due to increasing minimum social standards.
