Social insurance as an element of state social policy

Abstract

The article discusses the functioning of the social security system as a mechanism for implementation of the state social policy of Ukraine at the present stage. <br>It is pointed out the establishment of an independent state of Ukraine was accompanied by the creation of its own system of social protection of the population from the emerging social and economic threats and risks, which was to replace the previously existing social security system. It is noted that the basic principles of social insurance are: payment, solidarity and equivalence of compensation. The main areas of social security and the sources of their respective social security funds are analyzed. To conclude that the total amount of insurance contributions to social insurance funds Ukrainian insurance premiums in the European Union and a higher degree of the insurance burden on employers. <br>Based on an analysis of GDP and expenditures of the Pension Fund of Ukraine to pay pensions over the period 2010-2015 concluded that reducing the share of expenditures of the Pension Fund in GDP from 17.7% to 14.7%. <br>The author conducted a structural analysis of revenues and expenditures of the Pension Fund of Ukraine for the years 2012-2015, which resulted in the identified limiting the size and sources of financing the deficit of the Pension Fund for the payment of pensions. It is emphasized that in the last four years, the payment of pensions and the deficit of the state budget funds Pension Fund sent annually from 64.2 to 80.9 billion UAH. <br>Comparative analysis of monthly pension, subsistence minimum and wages led to the conclusion that a low level to ensure social standards of living and a high degree of differentiation of pensions assigned in different laws. It is pointed out that the loss of ability to work as a result of retirement or job loss as a result of unemployment dramatically reduces the incomes of people. <br>Economic decline, social, political and military destabilization caused the emergence of new social risks for the population, requiring adjustment of the existing system of social insurance: internally displaced people from the areas annexed the Crimea and carrying ATO in Donetsk and Lugansk regions; families, survivors in the fighting; combatants; soldiers were seriously injured and needed expensive treatment and prosthetics; social issues in the destroyed towns and villages, related to employment, housing, pensions and social benefits, the provision of social and health services and others. <br>In conclusion directions for further development of the social security system are justified. There were: combining common functions of social security funds, the possibility of creating a single fund of social insurance, the introduction of a funded pension insurance system, as well as to work effectively in other countries, the system of special corporate pension payments, the introduction of compulsory health insurance, increased transparency operation of social security funds.
