СОЦІОКРАТІЯ ЯК ІНСТРУМЕНТ УПРАВЛІННЯ РОЗВИТКОМ СІЛЬСЬКИХ ТЕРИТОРІЙ

Abstract
M.F. Plotnikova. Sociocracy as a tool of rural development management. Reviewed the state agricultural development and living standards in Ukraine. It is revealed dynamics and trends of food and economic security of the country in a result of agricultural policy which currently takes place. It is revealed demographic trend and the consequences of reduced motivation. Formed a settlement model as a dynamic ecological social and economic system capable of self-sufficiency. It is depicted the essence and features of a tribal estates and settlements in Ukraine. It is indentified the specificity of the organization and functioning of the environmental settlements in terms of global challenges. The article deals with socio-economic bases of rural development. As the title implies the article describes current national agricultural policy. The paper is concerned with need of identify mechanisms to ensure food and economic security in the country. It is known that institute of development of rural territories is defined Ancestral homes and Kin settlements. It should be noted about collective nature management of rural territories territories in Ukraine (territorial community) and a systematic approach to decentralized governance outlines the main levers for ensuring consensus and implementation of decisions. The fact that sociocracy is system of collective decisions is stressed. A mention should be made about principles of making effective managerial decisions under conditions of decentralized governance of rural territories and the algorithm of collective decision-making method (sociocracy). It is spoken in detail about in ecological settlements – settlements of new type. It is reported that implementation mechanism of rural areas revival through the concept of the "Family Homestead". Thus, as the rural development considering progressive systemic conscious purposeful movement forward, accompanied by the growth of natural energy balance of rural areas through its continuous replenishment, increasing volumes of resource potential and hierarchical increase of individual and of a system as a whole in the public hierarchy. Analysis of the situation in rural areas is characterized with such the indicators and trends as follows: low employment, wages, gasification, road surface, water and district heating; reduction of network of schools and pre-schools, kindergartens, village health centers; absence or irregular nature of bus service; wide range of other social problems, forcing villagers to travel to cities or abroad. Trends for the demise of rural areas accompanied by appearances and growth of new settlements in rural areas by settlers from the cities. Their development belongs to the change of consciousness. Reviving settlements in rural areas the settlers are building housing, roads, schools, houses of culture and creativity, healing, health and recreational facilities. The average age of the settlers is thirty-five years which enhances fertility, "the rejuvenation of the village," the return of national customs and traditions, folk crafts, etc. The strategic importance for the development of rural areas and forming the foundation for the nation's self-determination, food and economic security governance steering vector in the direction of the law based on the rights of any of the Ukrainian family wanting to get 1 hectare of land with a view to equipping tribal estates free of charge, without sale or pledge but only with the right to transfer it inherited. Public-private partnerships towards purposeful and organized work on the planned development of the network of settlements in rural areas will increase revenues to local and national budgets and solve socioeconomic problems on territories.
