Solidarity, dialogue and cooperation in a federal state – the Austrian example

Abstract
The article gives an overview over the federalistic system of the Austrian Constitution. Federalism is seen to be one of the leading principles of the Austrian Constitution and can be modified or abolished only by a constitutional majority with a subsequenting obligatory referendum. Thus the articles in the Austrian Constitution describing the competences of the Federation and of the federal provinces (Länder) are of high importance and the system of the division of competences is explained. In a cooperative federal state also agreements between the Federation and the federal provinces are existing and are described. In final remarks it is written down that the above mentioned articles of competences are antiquated and that a reform of the federal state failed.<br/><br/>
