Сonceptual foundations of institutional development of the civil defense system of Ukraine

Abstract
The article investigates the directions of institutional development of the Uniform State System of Civil Protection of Ukraine at the present stage of reforming the security and defense sector, taking into account real and potential threats. Measures have been analyzed to ensure reliable protection of the population and territories from emergencies of anthropogenic and natural character.
