SPECIFICATION OF PLANNING OF REGIONAL DEVELOPMENT ZONE IN CHINA AND THEIR EXPERIENCE FOR UKRAINIAN ZONES

Abstract
The economic-mathematical model that can be used to improve the system of management, control and monitoring of ZTER describes in this article. Model which will allow transferring the state’s influence from the exogenous factor that causes risks, obstacles and threats to the endogenous factor - a source of advantages in the activity of the zones that make them effective tools for sustainable innovation development. It has been demonstrated that it is necessary to determine the list of industries and types of economic activities for the development of which the zones are directed. The identified priorities will allow : to reduce the cost of time and money; prevent theft of private and public funds; to develop regional target programs, depending on the strategy, etc.
