Stages of development of information interaction of state institutions for customs control of movement of goods by the “single window” principle

Abstract
The essence of the concept “single window” in international trade is revealed, namely, the achievement of acceleration and simplification of information flows between participants of foreign trade operation and state bodies. The basic principles necessary for the implementation of the mechanism of the “single window”, are formulated. These principles consist in the creation of a single electronic database for all controlling bodies, determining the mechanism of their interaction with enterprises using the telecommunication system, one-time inspection of the goods by all regulatory bodies, coordination of joint actions. In the framework of the reform of the service functions of state institutions, the stages of the construction of the “single window” system in Ukraine are defined and their main features, inherent in separate stages of its functioning, are described. The preparatory stage has been highlighted, the basis for which was the successful implementation of the concept of “Electronic Customs”. The implementation stage of the “single window” was inherent in the use of the system on a voluntary basis. The stage of evolutionary improvements characterized by the spread of control over the principle of a “one-stop shop” for all customs regimes, the obligatory use of it for both state bodies and enterprises, optimization of time norms for carrying out control procedures, the initiation of selective selection of control objects. The further development of the “single window” system in the direction of globalization has the potential to become a catalyst for qualitative changes in the provision of services by public authorities, not only as a tool, but also as a factor in influencing the reformatting of the functioning of the supervisory bodies. The highest level of evolutionary development of “single window” systems is the unification of national “single windows” in global (regional) networks, which ensure the sharing of information within the international supply chain.
