STATE AND TERRITORIAL COMMUNITIES AS MAIN ACTORS OF THE STATE FINANCING ACTIVITIES

Abstract

This article is devoted to one of the topical issues of finance on the participation of the state and local communities in the implementation of the financial activities of the state. More deals authorities of the three branches of government, namely the legislative, executive and judicial. State participation in the financial activities through its legislature determines the respective powers of the Verkhovna Rada. Participation in the financial activities of the executive branch also provides powers that are inherent in the corresponding specificity. First of all it concerns the Cabinet of Ministers of Ukraine, which provides implementation of financial, pricing, investment and taxation policy; develops and implements national programs of economic, scientific, technical, social and cultural development; ensure implementation of the approved State Budget of Ukraine. The government is involved in drafting the state budget and subsequent actions at all stages of the budget process. We study the participation of all businesses based on state or municipal property, and businesses, the basis of which is another form of ownership. Clearly delineate the conditions of economic agents in general (which include rules for their creation, existence and termination) and the conditions of these subjects at performance of mandatory obligations relating to the movement of public funds (paying taxes, use of funds that color of budgets, ets). Turnover of public finances, general traffic control funds owned by the state and local communities, based on a number of basic concepts. One of the most fundamental levers clarify the content of financial activity is the definition of Finance, which is also highlighted in the article.
