State policy of counteraction to human traffic in Ukraine and the directions of its improvement

Abstract

Moving Ukrainian citizens abroad is a state issue. The topic of Ukrainian citizens moving to work abroad is widely discussed by mass media, TV attracting attention of the entire society. Millions of working Ukrainian migrants, most of them work in Russia, in the countries of Western Europe and North America; make the state realize the importance of the problem how to assert the rights and freedom of its citizens. Nowadays, the majority of our country fellows remain abroad as illegal labour emigrants and the most discriminated and non-asserted category of foreigners. That is why a number of appeals to state authorities of Ukraine from the citizens who get into troubles abroad are increasing the appealers ask for help and protection. The article deals with the problem of illegal migration and human traffic. The authors determine the outside reasons and inside preconditions for human traffic. It describes the principal tendencies of illegal migration and main countries where human traffic takes place. The consequences of human traffic in Ukraine are determined. The authors suggest the model of counteraction to human traffic with the means of the state policy. The paper formulate the offers concerning the prospective and efficient measures of the state migration policy of Ukraine on the improvement of migration space, the regulation of population migration movement taking into account national priorities and regional features and migrants’ personal needs and prevention from migration threads to the national security of Ukraine.
