STATE REGULATION OF ECOLOGICAL AND ECONOMIC DEVELOPMENT: THE ESSENCE, PRINCIPLES, OBJECTIVES

Abstract
The theoretical overview of Ukrainian scientist's papers related administrative concepts of ecological and economic development was made. The essence of state regulation of ecological and economic development was formulated. The principles of state regulation of ecological and economic development were described and its objectives in terms of relevance to national conditions were determined. Principles of state regulation of ecological and economic development were separated into three groups. The first group are fundamental principles of state regulation: integrity, consistency, commitment, flexibility (adaptability), consistency, scientific, transparent. The second group are principles of efficiency regulation of ecological and economic development: objectivity, sustainability, effectiveness, predictability, motivation, responsibility, innovation. The third group are principles reflecting the need to consolidate efforts to regulate the environmental and economic development: subsidiarity, refund damages the environment, environmental orientation, integration. The main objectives of state regulation of environmental and economic development in terms of relevance to Ukrainian conditions were identified. The objectives are divided on general economic conditions (reduce raw material dependence, development of the market of natural resources with a fair competitive environment, support for advanced competitive environment, ecological modernization of the economy, support and development of high-tech, environmentally friendly and resource-saving production, establishment and continuous development of the production of environmentally friendly products, promotion of environmental investment), business (compliance with standards of environmental law, implementation of environmental marketing, investments in environmental projects, forming of corporate environmental reports), non-profit sector and households (ecological education, ecological trainings, increase of the environmental component of culture consumption).
