STEPS OF DEVELOPMENT OF LEGISLATION IN THE SPHERE LABOR PROTECTION IN UKRAINE

Abstract
The article is devoted to the historical and legal analysis of the formation of the rights of workers to safe and healthy conditions in Ukraine. The author gives a brief essay on the historical development of safe working conditions, taking into account social and administrative problems. Particular attention is paid to the development of illegal labour in the Russian Empire and the Soviet Union. Today, there are 10 laws in force in Ukraine concerning the rights of workers to safe working conditions, namely: “On the Basic Principles of State Supervision (Control) in the Field of Economic Activity”, “On the Permit System in the Field of Economic Activity”, “On Handling of Explosive Materials for Industrial Purposes”, “On Occupational Safety”, “On Extremely Dangerous Objects”, “On Licensing of Certain Types of Economic Activity”, Mining Law of Ukraine, “On Compulsory State Social Insurance”, “On Appeals of Citizens”, “On Fire Security”. The adoption of each law and other legal act was accompanied by social challenges in each of the periods of development of labour protection legislation. The Law of Ukraine “On Occupational Safety” in force as of November 20, 2002, became the culmination of the legislative process of national legislation in the field of occupational safety. It should also be noted that, in spite of significant steps in the achievement of the institute of labour protection, it cannot go unnoticed that significant changes in legislation occur only as a result of significant social influence or political will, that is, the legislator should foresee the need for changes to ensure decent working conditions for people.
