STRATEGIC DIRECTIONS OF INNOVATIONAL POLICY FOR EDUCATIONAL CLUSTER OF UKRAINE

Abstract
The strategic development of the innovation policy of the educational cluster requires high quality educational services and causes new educational reforms to transform education into a productive sector of the economy of services. In order to implement state education, an educational cluster must ensure a reliable interaction between education and science with the interests of people, the state and business. Innovation is the main instrument for strategic modernization of the educational sphere, helping to avoid crisis phenomena. Innovation activity of the educational cluster of Ukraine is characterized by a lack of integrity and systematic in the development, substantiation and development of educational innovations, and do not meet the objective needs of society. The growing interest in the strategic management of innovative technologies of the educational cluster by the leaders of educational organizations of different fields, the increasing introduction of innovations in the organizational processes of methods and technologies of strategic management are natural processes: the increasing complexity and uncertainty of the educational environment of the existence of educational institutions provides for their own survival, the effectiveness of their work to pay close attention as threats that arise under the influence of external factors higher, and prospects of using new positive opportunities for sustainable development of the educational cluster. The strategic processes of the innovation policy of the educational cluster have a decisive role in the state's economy. Today, this area is the basis for the development of the educational sphere, where the issue of sectoral convergence of education and innovative technologies form a competitive advantage. The conducted research helps to increase scientific knowledge in the field of theory and methodology of implementation of strategic management of innovation policy of the educational cluster. The theoretical and methodological material of the existing scientific base on the issues of strategic management, successful implementation of the innovative strategy of development of the educational sphere based on the methods of the system approach can be used to optimize the processes of planning of innovations and the implementation of organizational changes in accordance with innovative strategies for the development of educational organizations.
