STRATEGIC DIRECTIONS OF THE DEVELOPMENT OF ADMINISTRATIVELEGAL SUPPORT FOR STATE SUPERVISION OVER THE OBSERVANCE OF THE ORDER OF AIRSPACE MANAGEMENT IN UKRAINE

Abstract

Scientific and technological progress contributes to the development of the transport industry, and especially aviation. Today, the legal regulation of scientific and technical tests in aviation is important. It is emphasized that the normative regulation of any research is necessary, first of all, to ensure the safety of mankind. It is noted that it is necessary to anticipate possible consequences and risks in advance. It is stressed that there is no normative legal act in Ukraine that would comprehensively regulate the issue of conducting research in the field of civil aviation. Thus, the analysis of the Air Code of Ukraine, led to the conclusion that the issue of conducting research in the field of civil aviation in Ukraine, it is practically not regulated. Actual is the reason for the gaps in the current legislation. Scientific and technological progress often leads to unpredictable risks. The analysis of national legislation, led to the conclusion that in recent years a significant problem is the ramped system of unmanned aerial vehicles. In fact, the lack of normative secrecy makes it impossible to hold responsible for violations in civil aviation for the use of unmanned aerial vehicles, and the violation of Ukraine's airspace. Today, in Ukraine, there is a need to develop and adopt a normative act that should regulate complex flight operations of unmanned aerial vehicles. The specified legal act should not be in conflict with the air code. Therefore, the conceptual apparatus, the main provisions should be correlated with the Air Code of Ukraine. The theoretical basis of the regulation of unmanned aerial vehicles in Ukraine is proposed, taking into account the requirements of international acts, aviation legislation of Ukraine, European experience in the management of unmanned aerial vehicles
