Strategic reserve systems in EU member states

Abstract

The aim of this article is to define the role of a strategic reserve system in ensuring the continuity of electricity supply in the EU. The essence of this system lies in the possibility of maintaining this continuity in emergency situations. In many EU Member States, this continuity is threatened because of a shortage of production capacity, mainly due to the dynamic development of renewable energy, which displaces the conventional market generation units, as well as, the near prospect of excluding a large portion of these units due to an advanced age and exploitation. That objective was achieved through the analysis of the role of this system in ensuring the continuity of electricity supply in the EU Member States, where the system is more advanced. Another goal, which is complementary in nature, is to analyze the development of other capacity remuneration systems in these countries, e.g. systems of capacity obligation, capacity auctions, reliability options, capacity payments, and supporting the system of contracts for difference.
