STRATEGIC SUBJECTIVITY OF THE STATE REGULATION OF THE PUBLISHING INDUSTRY

Abstract

The article deals with issues related to substantiation of strategic subjectivity of state institutional regulation of the publishing industry of the national economy. The basic purpose of state regulation of the national economy is investigated. The processes of state regulation on which measures of state institutional support in the publishing industry are formed are defined. The systematization of forms of state institutional regulation of the publishing industry is proposed, which takes into account the relevant criteria. The basic principles of the state institutional regulation of the publishing industry have been formed. A structured system of state institutional regulation of the publishing industry has been developed. It is clarified and substantiated that the strategic subjectivity of the state institutional regulation of the publishing industry should ensure the sectoral strategy of development in the current future conditions of functioning in the national macroeconomic environment of the country. The main interrelated components of strategic subjectivity of the state regulation of the publishing industry are highlighted. The methodological basis of the paper is the complex of methods, including methods of scientific cognition, analysis and synthesis, systematization and scientific abstraction. The information basis of the conducted researches is the scientific work of domestic and foreign scientists in the field of realization of market strategies in the subjects of the national economy. The study of the genesis of paradigms and theories of state regulation of the national economy and its segmental components made it possible to determine that state regulation is a system of purposeful measures of state institutions to carry out supportive, restraining, compensatory and regulatory activities, aimed at creating the necessary conditions for effective functioning and efficient functioning and functioning the complex economic, financial, environmental and social problems of the national economy, its segments and society. This definition reveals the functions, goals, objectives and objects of state institutional interference in the national macroeconomic environment of the country. It has been found out that state institutions should as the most actively stimulate the rise of competitiveness in the publishing industry, which envisages adequate investment in new equipment and modern technologies, professional training and retraining of labor resources for the publishing industry, ensure the development of digitization of economic processes, introduce investment -innovative activity in the national macroeconomic environment. Scientific research has led to the development of a structured, multifunctional system of regulation of the publishing industry, which uses a set of measures that have a direct or indirect impact, which will allow to ensure the positive dynamics of realization of strategic potential of the subjects of the publishing industry taking into account the influence of factors of endogenous and exogenous orientation.
