Abstract
Strategic development of sugar producing regions. The article proves the importance and necessity of using the balanced management of the sugar-beet industry that is dependent on the coordinated activities of its constituent entities - sugar beet sugar companies and factories, the reliability and strength of economic ties, from the emerging economic relationship between producers of beet production and processors. There has been outlined the results of the current state of sugar beet production and beet sugar factory in Kursk region for the period 2010-2015 years. Analysis of production figures obtained in the agricultural enterprises of Kursk region, growing sugar beets, revealed the improvement of the economic situation at the present stage. In connection with growth of impact of sugar beet the factory has been an increase in the duration of the production season of sugar beet processing in sugar factories region. This demonstrates the need for the development of domestic sugar beet breeding and seed production (in the creation and cultivation of high-yielding adapted keeping quality Russian seed material) and the modernization of the process of beet sugar production in the main sugar producing regions of the Russian Federation. There has been analyzed trends and main challenges that slow down the pace of sugar beet subcomplex development in the region, such as the imbalance between the goals and interests of economic entities in terms of production of sugar-beet seeds, sugar beet and sugar, the imperfect contractual relationships of sugar beet growers and processors feedstock, low economic efficiency of the subjects of the reproduction chain subcomplex in the article. There has been accumulated the main proposals for addressing the socioeconomic and environmental objectives of the sugar producing regions development on the basis of a holistic reproductive chain: sugar beet breeding, sugar beet seed and part of sugar-beet seeds; beet production; sugar beet production; the realization of sugar; General activities in the investigation. There has been concluded about the need to improve management of the sugar beet subcomplex on the basis of the principle of balanced in the direction of increase of efficiency of functioning and development of the subcomplex.
