Abstract
Strategic directions of improving the process of formation of local budget revenues under the current conditions of budget decentralization are proposed. In particular, the algorithm for the formation and implementation of Strategy of Reforming of Local Budget Revenues under Fiscal Decentralization has been developed. In contrast to the available one, it is built on the basis of synchronous implementation of principles of the system-targeted approach. This Strategy defines the regulatory and organizational fundamentals of the state activity and its fiscal policies, priorities, principles, strategic indicators and means for implementing this Strategy, as well as provides generalization of certain areas of activity in the field of ensuring the formation of local budget revenues under the conditions of fiscal decentralization. In turn, it will contribute to the development of an effective system for their formation. This Strategy will promote creation of an effective system of inter-budgetary relations, their coordination with priority directions of the social and economic development of Ukraine; improvement of the legislative base for regulating local budget revenues under the conditions of budget decentralization; strengthening the financial basis of local self-government, namely local budget revenues.
