Strengthening the social responsibility of the state in the process of implementing the regional financial policy

Abstract
It is noted that at the present stage of the economic development an important direction of implementing the regional financial policy of the state is to ensure balanced socio-economic development of regions, including through the provision of state financial support for infrastructure development of the united territorial communities. It is substantiated that the formation and distribution of financial resources to ensure the social sphere in the process of implementing the regional financial policy should be based on the social responsibility of state. The analysis of expenditures on the social sphere of the consolidated budget of Ukraine and the local budget in Zhytomyr region for 2015-2017 is carried out. At the regional level, it is local budgets that play a decisive role in financing social expenditures, which share in 2017 accounted for more than 87 % of the total budget expenditures. The attention is focused on the fact that at the state level in the overall structure of consolidated budget expenditures, this figure was only 58 %. Based on the analysis of individual elements of the budget provision of the social sphere at all levels, it is found that the most significant share in the structure of expenditures was expenditures on social protection and social provision – 27.04 % 34.61 % at the state and local levels, respectively. It is established that the financial regional policy should be realized through the adoption of effective management decisions that satisfy social and economic needs of society on the basis of a responsible attitude to the process of allocation and use of financial resources. It is emphasized on the necessity to achieve effective interaction of all economic entities on the basis of social responsibility, which contributes to strengthening the relationship between different levels of society in the process of providing economic growth and integration of Ukraine into the European community.
