Structural and functional characteristics of the management system of civil and military cooperation professionals education

Abstract

The objective of this paper is to study the training system of specialists in civil-military cooperation,. Within the defined objective of the study, the main task is to disclose, based on the structural-functional method, the individual elements of this system and to analyze their interaction and the relationship as a whole. The scientific novelty of the article is to use the structural-functional method as the most suitable for studying subjects of management of training specialists in civil-military cooperation. By defining the competence of these subjects it is possible to analyze their regulatory impact on the object of management, namely, institutions involved in the process of training civil-military cooperation specialists as a structural element of the military education system, and directly to specialists in civil-military cooperation. Conclusions. The application of a systematic approach made it possible to establish that the system of civil-military cooperation of the Armed Forces of Ukraine is headed by the Armed Forces of Ukraine Directorate of Civil-Military Cooperation. It is an Armed Forces of Ukraine military management institution and at the same time a body, that coordinates the activities of military educational institutions for the training of civil-military cooperation specialists. The administrational competence is a set of legal means that are provided to the subject of management (Armed Forces of Ukraine Directorate of civil-military cooperation) for the fulfillment of the respective functions (tasks), authorities in the field of public administration of training of civil-military cooperation specialists, including the provision of the rights, freedoms and legitimate interests of participants in such training. The competence of the Directorate of civil-military cooperation is realized in acts and actions and includes functions and powers, still administrative or managerial powers are reduced mainly to the resolution of representative, organizational and coordination issues. The following objectives must be achieved on purpose to establish an effective system for civil-military cooperation education: 1) to create conditions for the training of civil-military cooperation personnel within the framework of international cooperation programs, as well as the establishing of training military specialists for the civil-military cooperation in military training institutions; 2) creation of a Armed Forces servicemen and employees reserve who have experience of civil-military cooperation for their use in of the Armed Forces of Ukraine; 3) development of civil-military cooperation standards and protocols in regular interaction situations; development of structure and mechanism of civilians involvement for the Armed Forces of Ukraine.
