Abstract
The article presents the analysis of the priority of environment factors in development planning. The study is about plans for social and economic development of cities. The system of markers of sustainable development is defined in the sense of a program-oriented approach. The work considers the priority of socio-economic development among the factors of sustainable development of the territory. Grades of the main markers and their composition are presented.
