Abstract
An assessment of the reduction of the rural population in the systemic crisis and external aggression. It is established that government measures are not sufficient to maintain it. The necessity of radical changes in policy to fight poverty. The main lever must be to establish the actual level of subsistence wage and minimum wage. Reasonable proposals to improve state regulation of prices.
