SYSTEM DECOMPOSITION OF THE RETAIL TRADE REGULATION

Abstract

The development of the governmental “institution-building” methodology is one of the most urgent issues of modern scientific thought. In the article entrepreneurship in the retail trade was chosen as an institution-object, which as an industry is of critical importance for the country’s economy, making a significant influence on the formation of aggregate material wealth, developing employment and small business, establishing social stability. In the works of many Ukrainian scientists, various options for the trade regula¬tion are considered. However, they only describe certain economic aspects of its func¬tioning as a sphere of circulation and a branch of national economy. At the same time, it is not fully taken into account that trade is, on the one hand, a complex, multilevel institutional structure, and on the other hand, a multicomponent open system. In the paper, the regulating system for the retail trade is presented as a set of interconnected subsystems of a lower level. The aggregated elemental composition of the economic, institutional and social subsystems in the “trade entrepreneurship” system is substantiated and disclosed. The content of seven subsystems in the structure of the “government” system is determined and disclosed. The goal, leading function, tasks and criterion of efficiency of the retail trade regulation are formulated. In developing public regulation measures, this approach will allow not only to take into account the economic aspects of the retail trade development, but also institutional and social ones. It is noted that the key characteristic of the trade regulation system is its com¬plexity, and therefore the management of such a system also refers to systems of the highest level of complexity, because it is implemented, including through changing the structure of the system itself. If the control object is a complex, poly-casing system, then management should be built on the basis of complexity and diversity.
