SYSTEM OF EVALUATION INDICATORS OF PERSONNEL POTENTIAL AT THE ENTERPRISE

Abstract

The basis of effective management of personnel potential on the enterprise is the results of its evaluation. Modern research focuses on the one-level definition of the object of evaluation, which does not take into account the properties of the system. Thus, the purpose of the research is to create a system of indicators of personnel potential assessment at the enterprise, taking into account the duality of personnel potential as a complex, dynamic socio-economic system. Based on the understanding of the personnel potential of the enterprise as a complex socio-economic dynamic system, represented by the existing set of abilities and capabilities of the personnel of the enterprise having quantitative and qualitative characteristics necessary for the enterprise for the sake of sustainable development. It should be emphasized on the assertion that the evaluation of the PPC, based on its features, should be carried out on two levels: macro- and microeconomic, on the one hand, the human potential is a component of higher-level potentials (enterprises, regions, industries, countries, etc.). ), but on the other hand, is based on the individual potential of the employee, which is the basis for the formation of higher-level systems. That is why it is proposed to conduct evaluation at two levels - for the personnel potential of the enterprise (Level I) and the personnel potential of the company's employees (Level II). Estimating any object is based on the definition of a number of indicators that take into account the set of characteristics that are inherent to the object. The author, in the work, determined the necessary characteristics that describe the personnel potential of the enterprise. At the same time, they should be presented in the form of indicators and incorporated in the components, which will be the basis for the formation of the basis of the system of personnel potential assessment at the enterprise. The 7 components were selected, which combine the quantitative and qualitative characteristics of the personnel potential and determine the estimated indicators that need to be reduced to the object of evaluation (the personnel potential of the enterprise or individual worker). At the first and second levels, 28 indicators were selected, among them: 24 indicators that evaluate the qualitative characteristics, and 4 - which estimate the quantitative characteristics (for comparison, these values should be equal). The maximum score on the scoring scale is 10 points. Based on researches of scientists and own results, the author proposes a system of estimating indicators of personnel potential on the enterprise, which is based on the selection of its characteristics, grouping them into components, on the basis of a binary approach, and the definition of relevant indicators, which, unlike existing ones, is two-tiered and takes into account the system of indicators for assessing the personnel potential of the enterprise (level I) and the system for assessing staffing potential of employees (level II) and based on the calculation and expert indicators, allowing to manage it taking into account the different levels of the hierarchy of the system.
