Abstract
Over centuries, we have observed the development of human rights protection. Increasing awareness of human rights promotes the development of their protection. The basis for the high awareness is knowledge. The greatest risk of regression in the protection of human rights carries with the lack of stability, including economic stability. In such situations, the state will defend its existence. The mean to achieve this legitimate aim may be additional limitation of human rights. Stagnation in protection of human rights is rather a hypothetical phenomenon.
