THE ACCESSIBILITY OF ELECTRONIC GOVERNMENTAL SERVICES FOR BUSINESS IN UTENA REGION

Abstract

As informational and communication technologies are more common in the state sector, more governmental services are provided in electronic version too. The accessibility of services is becoming a topical issue not only in the cities of Lithuania but also in the smaller towns or regions in general. The aim of the article is to find out what is the accessibility of electronic governmental services for business in Utena region. The following steps have been taken to reach the aim: 1. To define the concepts of a government and electronic services. 2. To analyse the situation and current tendencies of the transition of services to electronic version. 3. To analyse the accessibility of electronic governmental services for business in Utena region. The theme of the article is what electronic services are provided by the government. The article is based on the legal acts and the analysis of other information resources. After the analysis of the situation and of the transition of governmental services to electronic version in Lithuania and the electronic governmental services to business in Utena region in relevance with such the services in the whole Lithuania, the conclusions were drawn: 1. Although the definition of electronic government is slightly different depending on the sources, it is the fact that electronic government provides all the services and performs all the functions that can be accessible to the citizens according to the governmental mission. 2. Although the main accessible public electronic services for business have not intensively been developed in the recent years, the services for business are faster transferred into electronic version than those provided for citizens. Therefore the transition of services into electronic versions remains the priority as the analysis of the state documents related with electronic services for the citizens of Lithuania, also the analysis of research and other information resources shows. 3. The analysis of the Portal of e-Government Gateway proved that the business representatives of Utena region have the avenue of approach to most of governmental electronic services. The Department of Environmental Protection of Utena region of the Lithuania republic Ministry of Environment is 14 of 61 institutions providing the biggest number of services. As well as that, the business representatives of Utena region are eligible to 5 more accessible electronic services which are out of reach for other Lithuanian businessmen. The analysis of the website of Utena region municipality shows that the electronic services on it are not suitably provided and presented. What is more, the services provided by the Municipality are of the basic level- the providing of information about the electronic services is of the lower form. In conclusion, the accessibility of electronic governmental services for business in Utena region provided by the state is of wider than of the Municipality of Utena region.
