Abstract
The purpose of this study is to analyze the actions of the government whether legal actions or actions that are not legal action according to legislation, whether the government's actions meet the criteria as feitelijke accompelingan based on the concept of administrative law. Analyze the government actions that resulted in losses to the community both individuals and groups whether the act is unlawful acts committed by the government (onrechmatige overheidssdaad) or whether such action is an act that is protected from legislation.
