THE ANALYSIS OF NET POSITIONS OF THE NEW EU MEMBERS STATES IN THE EU BUDGET

Abstract
Debate on the member states’ share in revenues and expenditures of the joint budget, that is, net positions of the countries in the EU budget, has been ongoing since the formation of EU. In that sense, the redistributive function of the budget is potential grounds for emergence of some heated debates, particularly if there is even a slight doubt about whether this function is performed justly and fairly. The same indicators of the EU budget are often interpreted differently in different countries; the countries base their observations on their own perspectives, in order to present their positions in some specific light or to achieve certain benefits. It is the same with the quantification of net position of individual countries in the joint budget. Depending on what calculation method is used, the numbers and conclusions derived from them can vary significantly. However, this problem does not only concern the current EU members, because other countries, the membership-aspiring countries, closely follow the ways of how the EU budget is allocated and how they will get off in that distribution. In that respect, the study shows that the new EU members mostly have substantial benefits from the joint EU budget, which means that they get more funds from the EU budget than they invest in it.
