The Analysis of the Current State of Labor Resource Providing of Kirovohrad Region in the Context of Implementation of Socio-Economic and Innovative Development of Regional Economy

Abstract
Global trends in the development of innovative economy recognize the dominant role of the education in social and economic progress, in formation of quality labor resource providing, development of innovative component of labor potential.. The aim of the paper is the determination the current state of labor resource providing of Kirovograd region and identification the main obstacles to the formation and development of labor resources in the context of the implementation of socio-economic and innovative development of the regional economy. Today the formation and development of effective labor potential is caused by the need to transition on the innovative type of economic development and its regions The demands on formation, development and management of labor potential of the country and its regions are increasing in modern economic conditions in Ukraine. The strategy of socio-economic and innovative development of the regional economy, which is based on high-tech, knowledge-intensive production, requires above all more efficient development and use of labor resources, intellectualization of labor potential. Unfortunately, in Ukraine there are more problems with reproduction and formation of labor resources, thus solving the problem of labor resource providing at the regional level is quite timely because its solution will be one of the important factors of socio-economic and innovative growth in Ukraine. The basic socio-economic and demographic factors of influence on the process of labor resource providing of the region were analyzed in the article. The provisions of improvement of labor resource provision were found and it will increase the standard of living and ensure socio-economic and innovative growth in the region. The formation adequate and timely state and regional policy for more effective use of available labor resource can improve the state labor resource
