THE BASES OF THE DIGITAL ECONOMY IN THE STRATEGY OF DEVELOPMENT OF THE AGRARIAN SPHERE OF UKRAINE

Abstract
The Ukrainian economy faced complex and important problems, from the solution of which depends the future of the state: what functions should the state carry out, which forms and methods of regulation it has to apply, what should be the specific management of the development of socio-economic processes in the agricultural sector, especially about development of rural areas. Taken together, this indicates that the main problems have changed the vector in the direction of the sphere of management, and in particular, in the plane of its economic methods on a digital basis. In the mid-1990s, with the development of technology, the term "digital economy" arose. It was called to explain the system of economic relations that arose and were based on the use of digital information and communication technologies. Today, the initiative of the European Union is the introduction of a digital economy, which is extremely important for social development, traditional sectors of the economy and the sphere of state administration, and is an area with unrealized potential both in the European Union and Ukraine. The prospect is to create a digital community with a mix of communication markets in the 28 EU member states and non-EU countries to facilitate the information exchange process, improve the reliability of systems and data protection, and expand the business capabilities of the participating countries of the digital community. The article defines the content and components of the digital economy, investigates and analyzes the preconditions for its introduction in Ukraine. Characteristic features and indicators of development and penetration of information and communication technologies, particularly in the agricultural sector of the economy are summarized. Еmphasis is placed on the opportunity to implement an accelerated digital development scenario, as the most relevant for Ukraine in terms of challenges, needs and opportunities. Components of the script, first of all, to reduce the asymmetry of access to the Internet throughout the territory are Identified. Today, Ukraine is at a unique stage of development, when it is still possible to do so, with creative culture and the ability to generate ideas, as highlighted by the Global Innovation Index.
