The Basic Transformational Shifts in the Higher Education System of Ukraine

Abstract
This article analyzes the changes of basic parameters of higher education system of Ukraine on national and regional levels, Ukrainian and international trends in the field of higher education and underlines the necessity to adapt the network of institutions of higher education of Ukraine to the existent demographic and socio-economic challenges. In the years of independence the basic parameters of higher education system (such as the network of institutions, their structure, the absolute and relative number of students, etc.) were constantly changing including as a result of the demographic factor. However, the research showed that the regional network of institutions of higher education remains unbalanced. This thesis is confirmed by the analysis of the dynamics of the average number of students per institution. The distribution of students by training directions demonstrates the conservation of undue popularity of different economic and juridical professions (from the point of view of real employment) among young people, at the same time the state’s role in the financing of higher education is increasing annually. That is why it is necessary to change the approach in the development of educational policy by balancing the scope and results of work of the higher education system.
