The concept and classification of human rights organizations

Abstract
Article is devoted to a concept research «human rights organization» and a problem of classification of their types. On the basis of the analysis of the available treatments about specifics of human rights activity the attempt to formulate author’s definition of the studied concept, to define his qualitative characteristics is made. On the basis of studying of various points of view of scientists concerning types of subjects of human rights activity, human rights organizations, human rights bodies, classification of human rights organizations in the form of grouping on the main signs is carried out. It is found out that only the public authorities authorized on it, and human rights – both state, and not non-state (non-governmental institutions), or institutes on border of these areas can perform law-enforcement function. In a basis of the offered definition and classification of human rights organizations the priority, primordiality of a role of human rights function in their activity is assigned. We consider that provisions of article expand scientific idea of the studied concept and direct to further development of the specified perspective. The prospects of scientific researches are studying of types of human rights organizations and development on this basis of recommendations about optimization of their activity.
