THE CONCEPT OF INNOVATIVE INFRASTRUCTURE: APPROACHES TO DEFINITION AND CHARACTERISTICS

Abstract
Problem setting. Innovative infrastructure as subsystem of the NIS is its integral part mediating all stages of the innovation process and ensure the effective functioning of innovation. The problem of unsystematic approach to the formation of NIS causes the problems of its subsystems functioning, and the innovation infrastructure isn’t an exception. Target research. The aim of the research is to study the legal and doctrinal approaches to the definition of an innovative infrastructure, to define its characteristic and the economic and legal concept. Analysis of recent research and publication. Mentioned issue has been studied in the works of national and foreign legal and economic scientists, including Ju. E. Atamanova, S. I. Arhiyereyev, O. M. Borodina, O. P Garmashova, I. A. Derid, O. S. Evseev, O. I. Zilinska, M. V. Zhuk, M. E. Konovalova, O. S. Marchenko, M. V. Rakhova, O. E. Simson, V. H. Tribushna, J. Ju. Ulanova, K. Friman, D. V. Cheberkus. Comprehensive research of innovative infrastructure, as an object of economic and legal regulation, has not been conducted yet, so the concept of its essence and nature is unexplored and requires detailed study. Article’s main body. The author studied the doctrinal and normative approaches to the definition of innovation infrastructure that enable to single out a number of constitutive features, among them major features: consistency, integrity, flexibility, non-productive nature of the activity; and non-essential features: structuring, accumulation, integrity, generity and versatility. Conclusions and prospect of development. Thus, innovative infrastructure should be understood as integrated in the national innovation system set of functional subsystems represented by broad set of legal subjects engaged in nonproductive activity, regardless their legal form and ownership, and their relations and legal regimes of economic activities aimed at the logistical, financial, information, human resources and political and legal support of innovation activity. Taking into account conclusions containing in this article and other results of innovative infrastructure studying, the issues of its functioning should be studied in the way of the state innovation policy concerning with providing effective innovative infrastructure in Ukraine.
