THE CONDITION OF DISCIPLINARY INFLUENCING ACTIONS AND THEIR ROLE IN THE ACTIVITIES OF BODIES OF THE NATIONAL POLICE OF UKRAINE

Abstract
The article deals with the study of normative legal sources, which regulated disciplinary liability and disciplinary proceedings in the bodies of the National Police of Ukraine, as well as scientific works on the application of disciplinary measures. As a result of the study of the content of the legal and regulatory framework for disciplinary liability and scientific works on this topic, the concept of "measures of disciplinary influence" and "disciplinary measures" are analyzed. The article states that in scientific and educational-methodical literature disciplinary actions are often identified with disciplinary measures, although they have different content and goals. The normative-legal acts, which regulated the application of disciplinary measures in the bodies of the National Police of Ukraine, in particular the Laws of Ukraine "On National Police", "On the Disciplinary Statute of the Internal Affairs Institutions of Ukraine", were analyzed and a number of orders of the Ministry of Internal Affairs of Ukraine. It is concluded that the state of discipline in the bodies and departments of the National Police of Ukraine is dependent on the methods and means by which it is provided. One of the most important methods was and remains the educational work with personnel. The components of educational work are the following measures of disciplinary influence: study conversation, educational conversation, classes in the system of training, the influence of mentor and staff, praise and condemnation. Among other disciplinary measures we note: psychological support, bonuses, social protection of workers, incentives and disciplinary penalties. The leading role in applying these disciplinary measures belongs to the head. It is from his ability to work with staff and educational work that depends on the effectiveness of disciplinary measures. These disciplinary measures can be classified according to their functions by sharing prevention, incentive measures, incentive measures and enforcement measures. The primary objective of disciplinary measures is to prevent disciplinary violations and to encourage employees to effectively perform their duties.
