THE CRIMINAL JUSTICE RESPONSE TOWARDS THE VICTIMS OF ACTS OF TERRORISM: AN ASSESSMENT

Abstract
The United Nation’s General Assembly in its resolution1 urged relevant UN bodies and entities and International, regional and sub regional organizations including the United nations Office on Drugs and Crime [ hereinafter referred to as UNODC], within their mandates related to the prevention and suppression of terrorism and also provide upon request from the member states in the development and implementation of programmes of assistance and support for victims of terrorism in accordance with relevant national legislation. The Terrorism Prevention Branch and The Justice Section of the UNODC jointly convened two expert group meetings2 with the primary objective of developing a publication on an effective criminal justice response to support victims of acts of terrorism. This publication main intention is to use as a part of UNODC capacity building activities in the field of criminal justice relating to terrorism, counter terrorism and human rights. The purpose is to help requesting states in the development and implementation of programmes of assistance and support for victims of acts of terrorism at the national level. Victims have not played dominant front role in criminal trials, but played a secondary role so that UNODC stress upon General Assembly to develop or adopt comprehensive programmes with reference to adequate treatment to victims of acts of terrorism granting victims equal and effective access to justice is also essential and the role of victims and their surviving family members in criminal proceedings needs to be give importance.
