THE ENTREPRENEURIAL FRAMEWORK CONDITIONS IMPACT ON THE EARLY-STAGE ENTREPRENEURIAL ACTIVITY

Abstract
The research tends to focus on the role of domestic political, legal, social and economic institutions in creating an environment conductive to SME's development. So individual's opinion on the perspectives for the Entrepreneurial Framework Conditions (EFC) development in a region where he (or she) lives is crucial factor for the choice: to start up a business or not to start. Thus we purpose that the share of optimism in these opinions can explain early – stage entrepreneurial activity level. We have compared the population's opinions on entrepreneurial start – up conditions using the empirical base of GEM data for 2006 – 2011. So we have realised an approach based on the methods of statistical data analysis. Our preliminary findings have shown that trends for optimists' share vary very much among different GEM participating countries. Then we have constructed a regression that describes how early – stage entrepreneurial activity level depends on the share of adult population's optimism and that determines cross – countries differences in the context of early – stage entrepreneurial activity level.
