The phenomenon of «safe» health level is first described, endogenous risk and disease factors do not register oneself higher than that. Him quantitative description is given to. On leaving of individual from the «safe zone» of health the phenomenon of «selfdevolopment» of pathological the process is formed. It is necessary in addition to «industry of illness»(establishments of ministry of health) forming of «industry of health», in basis of that maintenance and increase of aerobic power potential of the biosystem at population level.
